St. Louis, MO – March 5, 2026 – TFI Family Services (TFI), a long-standing leader in child welfare and family well-being, is pleased to join forces with Children’s Permanency Partners (CPP) to expand services throughout the St. Louis region. CPP was formed in 2005 as a collaborative, community-based consortium of FamilyForward, Youth In Need, and Epworth, operating under a unified governance and accountability structure to serve children and families of Missouri.

TFI brings depth of experience and operational strength that will complement our current partners while reinforcing CPP’s commitment to delivering high-quality, community-based foster care services in the St. Louis region.”
With more than 60 years of experience in foster care case management, TFI brings a strong programmatic and administrative foundation that will help enhance service capacity across the region. Together with CPP and other community partners, TFI is committed to building coordinated, supportive networks that empower families with the stability, permanency and resources they need to thrive. Alongside it’s partners, TFI will provide case management services and work hand‑in‑hand with biological families to promote reunification whenever possible, while supporting adoption or guardianship when reintegration is not feasible.

As part of this transition, TFI will work alongside CPP and partner agencies to maintain a seamless network of care for children and families. This includes welcoming existing staff from the outgoing agency to ensure continuity and minimize service disruptions during the transition.
TFI is actively coordinating with Youth in Need and CPP leadership to support a smooth and thoughtful onboarding process. Weekly planning meetings are underway to align operations, confirm case transition plans and integrate systems and supports. TFI’s intention is to bring current staff members on board to maintain strong relationships and consistent care for families.
Key priorities in the transition include:
- Rapid onboarding of case management staff
- Comprehensive case reviews and safety assessments
- Preparing TFI systems and infrastructure for seamless service delivery
- Ongoing communication with regional partners and stakeholders
