New Senior VP boasts almost 20 years of Texas child welfare experience

Wichita Falls, TX – 2INgage is pleased to announce Randy Neff has been selected as the new Senior Vice President.

Prior to this new role, Neff served at Texas Family Initiative (TFI Texas) for three years as the 2INgage Vice President of Permanency Support. With almost 20 years of experience in Texas child welfare, Neff has earned a reputation for providing excellent services and care to Texas children and families. In 2014, Randy was bestowed the Patsy Bagget Service Award by the Wichita County Child Welfare Board. That same year he was also recognized as the CPS Staff of the Year by the Advisory Committee of Promoting Adoption of Minority Children.

“During his time at 2INgage, Randy’s passion for improving outcomes for children and families has been very evident. We are excited to see Randy grow at 2INgage and know his extensive child welfare experience will continue to serve him well in this new position,” said Shirley Dwyer, TFI Texas Chief Executive Officer (CEO).

As the Senior Vice President, Neff will be responsible for the management and oversight of 2INgage’s CBC services to meet the needs of Texoma and Big Country area children and families.

Neff received a Bachelor’s in Occupational Education and his Master’s in Education from Wayland Baptist University. He also holds a Master’s in Counseling.


2INgage serves as the SSCC responsible for overseeing the care and services for children in the foster care system in Texoma and Big Country Region, a 30-county area that includes Wichita Falls, Abilene and Brownwood.
