TFI grows to become one of the largest CBC child welfare agencies in the U.S.

Dallas, Texas – EMPOWER, a child welfare collaborative led by Texas Family Initiative (TFI) and supported by four leading Texas child welfare organizations, was recently awarded the Community-Based Care (CBC) contract in Metroplex East—a nine-county region which includes Dallas and surrounding communities. The startup for this new contract begins March 1, 2023, and EMPOWER begins accepting child placements Sept. 1, 2023.

This is the second CBC contract TFI has been awarded in Texas. Through its program, 2INgage, TFI currently provides CBC case management services to children and families in Region 2, a 30-county area that includes Abilene and Wichita Falls, Texas. 2INgage has recently seen significant successes under CBC:

  • 2INgage is a leader when it comes to providing safe kinship placements. When children cannot remain safely at home, placement with kin is preferred over nonrelatives because it minimizes the trauma and preserves their cultural identity and community connections. 2INgage now places half of children entering foster care with a relative or kin.
  • Because 2INgage has emphasized kinship care and community foster care homes, the number of children entering residential facilities has decreased by 33%.
  • 2INgage works to keep kids from Texas in Texas. We have one of the lowest numbers of children placed in other states. Kids are in their home state, where they need to be.

The Metroplex East contract, the largest CBC award in U.S. history, significantly expands TFI’s footprint in Texas. Additionally, TFI acquired Foster Care Technologies, a software company focused on implementing innovative technology and data to improve placement outcomes for children and families.

What originally started as a small rural day camp for youth outside of Emporia, Kansas, has grown to become a leading child welfare organization providing a full spectrum of services in 11 different states. With an array of services, more than 1,000 staff and 700 foster parents, TFI is a leading child welfare organization focused on strengthening children and families and creating stronger, healthier communities.

TFI is also working in conjunction with other agencies to develop a National CBC Center. While still in the early stages of development, this center will soon serve as the leading resource for CBC best-practices and will advocate for community-focused services to strengthen children and families across the nation.
